What should I do when people ask me for money at traffic lights?

I have been driving in Quito for a few days now and have noticed the overwhelming number of people asking for money at traffic light intersections. Normally, I like to give a small token. But, in Quito there are so many people that I felt overwhelmed and almost angry at them. There are 2 main schools of thought when it comes to people begging or busking on the street. One states that you should not give them anything as it is an enabling act. Another, resembles the classic story from the Bible where Jesus shows up in other forms randomly asking for charitable help to test people. What a dilemma. Personally, if I don't know the circumstances of the person and have a spare coin handy I like to give. In Quito, with so many people, giving them all a spare coin on a daily basis may be taxing mentally and financially. So, I've decided to keep a stash of loose change in my car and give a coin to every person I encounter on the road. This way people that are truly desperate will be encouraged and I will avoid the moral dilemma "to give or not to give" A WIN WIN.
